Decree-Law no. 2/2020 of 14th of January made the amendment to article 128.º of DL no. 114/94, of 3 May (Highway Code). A foreign citizen who takes up residence in Portugal has now 2 years to exchange his foreign driving license for a Portuguese one. This period starts to run from the date of residence.
